Key Action 2 – Cooperation Partnerships
Cooperation Partnerships are projects for cooperation among organisations from different countries, aiming at:
- Exchanging, developing and implementing new practices/ methods/ ideas and experiences.
- Producing high-quality and innovative results.
- Enhancing the quality of organisations’ activities/ practices.
- Building the capacity of organisations for transnational/ cross-sectoral cooperation.
- Addressing common needs and implementing joint actions/initiatives.
- Enabling transformation and change (at individual, organisational or sectoral level).

One specific priority relevant to the field of education, training, youth and sport that is mostly impacted.
On behalf of all participating organisations involved in the partnership, only one must act as the Applicant (Coordinator) and submit the grant application to the National Agency of their country.
To be eligible, applicant organisations must have been legally established at least 2 years before the application deadline.

Ο ελάχιστος αριθμός συμμετεχόντων οργανισμών στην κοινοπραξία είναι 3, από τρία διαφορετικά Κράτη-Μέλη ή Τρίτες Χώρες, συνδεδεμένες με το Πρόγραμμα
Ανά OID και προθεσμία, το ανώτατο όριο αιτήσεων για τις αιτήσεις που υποβάλλονται αθροιστικά στους τομείς SCH, VET, ADU και YOU είναι 10, είτε ο οργανισμός θα λειτουργήσει ως αιτητής είτε ως εταίρος. Εξαιρείται ο τομέας της Τριτοβάθμιας Εκπαίδευσης (HED).
Είναι δυνατή η συμμετοχή συνδεδεμένων εταίρων (associated partners), οι οποίοι αναλαμβάνουν να διεκπεραιώσουν συγκεκριμένες εργασίες αλλά δε λαμβάνουν καμία επιχορήγηση από το Πρόγραμμα.

Κάθε Δέσμη Εργασίας περιλαμβάνει συγκεκριμένες Δραστηριότητες, οι οποίες συμβάλλουν στην επίτευξη κοινών στόχων και αποτελεσμάτων. Οι οργανισμοί έχουν την ευελιξία να επιλέξουν τον βέλτιστο συνδυασμό δραστηριοτήτων ανάλογα με το εύρος και τις ικανότητες της σύμπραξης. Τα τρία είδη δραστηριοτήτων, που λαμβάνουν χώρα στο πλαίσιο μίας Σύμπραξης Συνεργασίας, είναι τα ακόλουθα:

* Όλες οι δραστηριότητες πρέπει να πραγματοποιούνται σε μία από τις χώρες των συμμετεχόντων οργανισμών στην κοινοπραξία, σε πόλη όπου εδρεύει κάποιο θεσμικό όργανο της Ευρωπαϊκής Ένωσης ή στα πλαίσια διακρατικών εκδηλώσεων, σχετικών με τη θεματική του Σχεδίου (μόνο για δραστηριότητες διάδοσης).
Eligible Organisations
- Public/ Private Organisations, with legal entity status. Informal groups of young people are not eligible.
- Organisations active in any field of Education and Training, Youth, Sports, or other socio-economic sectors, as well as organisations carrying out activities that are transversal to different fields.
- OID holders
- Any organisation established in (a) an EU Member State, or (b) third country associated to the Programme or, in (c) any third country not associated to the Programme in regions 1 to 3, if their participation brings an essential added value to the project. Exception: organisations from Belarus (Region 2) and the Russian Federation are not eligible to participate in this action.
- The minimum number of organisations participating in a transnational project is three (3), from three (3) different EU Member States or third countries associated to the Programme.
- Any Higher Education Institution (HEI) established in an EU Member State, or third country associated to the Programme must hold a valid Erasmus Charter for Higher Education (ECHE).
- For applications submitted to National Agencies in the fields of School Education, Vocational Education and Training, Adult Education and Youth (the field of Higher Education is excluded), the same organisation (one OID) cannot be involved in more than ten (10) applications overall per deadline, either as applicant or partner.
- There is no maximum number of applications submitted in the field of Higher Education (HED), per OID and per deadline.
- In addition to the organisations formally participating in the project, Cooperation Partnerships may also involve other partners from the public or private sector (associated partners) that contribute to the implementation of specific project tasks/activities, but they are not eligible to receive any funding from the Programme as part of the project.
Eligible Activities
- Each Project is structured into Work Packages, with each Work Package comprising specific Activities that contribute to achieving common goals and results. The participating organisations have the flexibility to choose the most effective combination of activities based on the scope and capacities of the partnership. The three key types of activities within a Cooperation Partnership are as follows:
- Essential for ensuring the implementation and monitoring of the project.
- Involve the production and development of the project’s key deliverables.
- Focus on the promotion and outreach of the project’s results.
- in the countries of the participating organisations, either as full partners or as associated partners.
- at the seat of an Institution of the European Union, if duly justified in relation to the objectives or implementation of the project.
- in EU Member States or third countries associated to the Programme or eligible third countries not associated to the Programme, in the framework of relevant thematic transnational events/conferences (only in relation to activities that involve sharing and promotion of results, if duly justified).
Duration of Projects
Between 12 and 36 months.
Funding Rules:
The funding model is based on a pre-defined lump sum grant, which corresponds to the total grant amount for the project and covers all its eligible activities and results.
